0.129 is circa 2009 and probably would work on W11 if you install the DirectX9 runtime (same as was required on Win 8 and 10). 0.66 is from 2003 and intended for XP.
Ideally you should upgrade to latest (0.266 as I write this) and then you'll be all set for the newest OSes and computers. Emulation quality is also a lot higher now than it was 15 or 20 years ago. Many bugs and glitches in games have been resolved and common gamepads and other controllers are auto-configured now. Coming from a version that far back you'll need new ROMs, but they've literally never been easier to find. Just type "MAME 0.266 ROMs" into Google.
