You need to sign up for an account over here: https://mametesters.org
After your account has been approved/activated, you can create a 'bug report' over there. When you do that, you need to describe the error/bug (what you did and what the error message and/or unexpected result was), what game/driver the error occurred with, and (preferably) with which official (!) mame version this started happening (when the bug was first introduced).

Obviously, this alone will not fix the bug. However, it will inform the people who might be capable of fixing it, that this occurs at all. Which may or may not result this bug to be fixed sometime between 'soon-ish' and 'never', as interests, available time, and resources allow.
