Yeah, you can save it with a web browser, but I assume people who are serious about this stuff use a script to download it automatically every week or something (e.g. using PowerShell or using the curl command).

Yeah, the whole thing is in a pre element. The main table uses colon characters as column delimiters, and has a blank line between games.
The columns are:
- System short name for top score, blank for following scores
- Numerical score, or “--” if no score recoded
- Player’s nickname, or “--” if no score recorded
- Comments, not directly related to the score on the same line – usually the system description for the top score, and then notes for the following scores
