There's been various issues with 0.252 - see:

The main point being that if you disconnect your joystick/controller, MAME "should" work again with a keyboard. You need to set up your controller again as per the new procedure:

I have no idea why input devices should act badly with d3d video, I can't see the connection, but somehow one affects the other. Follow that guide and see how you go.

Some changes have been made post-release, perhaps they will help in 0.253 .
