Here's a clue from the MAME source code:
Yamaha YM2149F software-controlled sound generator (SSG). Clock input 1.5MHz (12/8)
I guess if the clock is too fast you'd have the music playing too fast or at a higher pitch, or both.
It's not uncommon for bootleg PCBs to have different or missing sounds altogether. My Bombjack PCB only has two AY chips and plays Lady Madonna with no bassline ![](//www.mameworld.info/ubbthreads/images/graemlins/smile.gif) I'm pretty sure it's just because it was cheaper to manufacture that way. Arkanoid is an MCU protected game and the sound playing at the wrong pitch may be an inevitable side effect of how the bootleggers circumvented the protection.
