Yes, that's what these children's rides are, something to keep a kid occupied for a minute or two.
There's no real challenge, no lose condition, you just play it out and maybe get a score.
You see more of these around on location these days than you do any kind of actual game; most shopping centres seem to have 3 or 4, the recent ones clearly being some kind of PC based hardware running 3D games with stock models that look to have been thrown together using Unity over a weekend.
Parent puts in a coin (or these days, since Covid, taps their card) kid gets a minute of 'entertainment'
They're not a recent phenomenon either, so there are probably a ton more of these even from back in the day that are undumped.
