That was good advice and kept me digging. Turns out I was looking in the wrong direction.
For anyone that stumbles onto this thread, the answer is to stop looking for updated .ini files. Instead use the older files and instead use RocketBlinky. It comes with the current LEDBlinky download and it is used to create a customized file LEDBlinkyControls.xml that you leave in the LEDBlinky directory. You then edit with the Controls Editor as needed.
