No, it was got rid of about a year ago, the idea being that MAMEUI is not a development tool, but a thing for users who just want to play games.
If you want to debug arcade stuff, ARCADE64 still has debug mode but it only has working games so I'm not sure how useful that will be.
Normally I'd say that you're better off using standard MAME for debugging, but in 0.243 the debugger is changed around to make it less friendly and adds some bugs.
