No, to the best of my knowledge, the Vid Kidz Conquest and the Tago Electronic Conquest are completely unrelated.
Even the page you linked said this.

I actually don't know why we couldn't have the ROMs those guys made for Williams/Vid Kidz Conquest in MAME itself instead of HBMAME, for what it's worth. Is it modified somehow?
