Ummm… in 2017, plans and prototypes were being done and actual construction began in 2018. In other words, shit was in progress until Dems took over. Then he had to divert the only funds that were under HIS control (and validated/vindicated by the SCOTUS when the Dems cried about it), just to attempt to keep the ball rolling.
Funny how people who retort in memes, always seem to fall short.
