I understood where is the problem.
You must compile your own hbmame without the osd=winui.
The "gui" frontend has problems, no plugin possible, no cheat, no windowed mode possible, even with the good values in the ini.
Without the ui interface, there is no problem.
Curiously with "arcade (old FX)" emulation it is the same problem......
