It isn’t a prototype, it’s just rare. These sorts of novelty games for children were far more common around Japanese department stores than anywhere else. After revenues dropped in Japan, they were often exported. You’re more likely to have seen the Japanese version (if you saw it at all) simply because the English-language version was very rare.
