Mucci mentioned on IRC that he has the same issue and worked around it by downloading from here directly https://github.com/msys2/MSYS2-packages/commits/master/pacman-mirrors and placing it where it's looking for it, which is simply a workaround for now, I'm still waiting to hear if anyone has an explanation and real fix.
