Depending on what the PALs are used for, they may not be eligible for copyright protection. A PAL used for address decoding or bus arbitration would likely be considered purely utilitarian or functional, and therefore not qualifying a creative work eligible for copyright protection. However, a PAL used for copy protection may be protected under anti-circumvention provisions of the DMCA or similar laws.
