build tools: autorebase error

I downloaded msys64-32-2019-12-23.exe, installed to f:\compile (located on a USB drive), opened a command prompt, changed to f:\compile\msys64 folder and ran autorebase but it failed with an error. What am I overlooking?

After running that batch file the PATH environment variable is augmented with a path that includes a double backslash. Not sure if that's causing the error but that's probably not correct.

Just for giggles I deleted that install and unpacked to F:\msys64 this time (I don't have enough room on C:) with the same result. Oh well, I tried.
