Because there exists a Front-End (a program that manages command line applications in the background and offers a graphic interface to the user) that looks like what you mention. WolfMAME neither has buttons like that. As far as I know it is command line like official MAME. Look for LNSCompFE. [ATTACHED IMAGE]
