I feel like I'm a 1000 years old when I see questions like yours.
Sometimes people make sort of "proof of concept" emulators just because they can, and sometimes the thing that matters the most is that the games are playable. I don't remember anymore if that was the case exactly with the Model 2 emulator. But the point is that MAME as a project has other priorities that most casual users aren't aware of.
If you go to mamedev.org and read MAME's mission statement you'll learn that MAME has a strict set of goals, rules, ethics, programming guidelines, philosophy, things like that. And those are very important in various ways to the thriving and survival of MAME.
If you're just complaining and not really curious: Sometimes it's not technically possible within the framework of MAME to have certain games playable that are playable in other emulators.
