Someone had to have known and decided not to tell him -

just like nobody told him he had TP stuck to his shoe as he climbed the stairs to AF1, and just like nobody ever tells him he hasn't blended his orange makeup and there's a line around his face, and just like nobody tells him that his hair looks like the abandoned nest of some demented rodent. I suspect there are people in the WH who get a kick out of watching him fuck up.
