This thing happens in all me pcs, with different cpus and video cards (nvidia 970, 2070 and integrated intel) but the same os (latest version of w10).
I can confirm that unthrottle works and it's possible to force a game at , ie, 50% and, pressing F10, it would reach (but not go higher) 100%.
I have tested the last two mame versions, starting from clean configurations too.
The problem is not present in much older versions (from 1 or 2 years ago).
Another thing that I have noticed is that BGFX also blocks vertical frequency switching, for example, in D3D mode R-type switch to 55 Hz but in BGFX it stays at 60Hz.
Even manually set frequency to values different from 60Hz fails.
