I would imagine it's not included because 99% of the people who use the build don't need the entire tool package that's created when compiling. And that 1% that does use it already has it from compiling the baseline at some point during the pre-release cycle. It would just be a bunch of extra files that at least, most don't need/want or at worst, confuse users who don't have a clue & elicit more useless questions. (Hate to make it sound that way.)
Besides, usually chdman.exe usually doesn't get updated all that often(https://git.redump.net/mame/log/?qt=grep&q=chdman). You can use that version until the next time it does get changed & I hate to say it, either download the main MAME package or maybe just ask nicely & someone will help you out if data usage is that big of a problem for you.
If I'm wrong, I'm sure you'll hear more from "the maintainer"...
