The arcade port of Contra Evolution is just a PC game, and it's available on the internet easily to play. Has been for years now.
The only issue is a few parts are in Japanese but it is fully playable.
The Android & iOS ports are crap. They are slow, the controls suck, etc. The arcade version fixed all these issues.
