It's the MCU code, it was found on a bootleg Top Secret board that was otherwise 100% identical to the original, but had an unprotected MCU.
Based on comparisons with other original MCUs of the period (F1 Dream for example) it looks like it's also the original MCU code.
If a Top Secret / Bionic Command gets decapped and the MCU turns out to be different it will of course be moved to a bootleg clone instead but there is no reason to believe it would differ.
