How to make mouse work in Time Crisis?

I have the latest version of MAME. When I load Time Crisis, under "input - this machine" I see "lightgun x axis" set to "gun x or mouse x" and "lightgun y axis" set to "gun y or mouse y". But when I move my mouse (standard USB mouse) the crosshair does not move. I can move it with the arrow keys though.

What do I need to do to get the mouse to work?
