mameui64 202 does not see rom folder

mameui is in c:\mame
if i leave it at default, no roms seen
if i edit the ini to specifically point at c:\mame\roms
no roms seen

verified roms work in latest standard mame

only 2 roms in there

any ideas?
PC is windows 10 pro 64 bit
one user, and user is admin
PC is a fresh install of latest non insider win 10 also

Any ideas?
