Yep. Granted that "W." himself was an embarrassment during his terms, he understood not to stray too far from his scripts and not say over-the-top, extremely outlandish comments when he spoke before UN General Assembly compared to the 'sob-in-office'.
It's too bad the UN assembly members aren't allowed to imitate the style of what takes place in UK's House of Commons where boos and catcalls would be heard if the speaker had said some crazy comment. The 'sob-in-office' would be drowned out and then he would get upset and have a tantrum.
