Actual photo event that happened while en route from PA airport tarmac on to the city in PA to deliver "911" commemoration speech in PA (Pennsylvania for those outside of US boundaries) He was likely doped up with medication(s) to get him in some capacity to deliver a speech which was still pathetic anyway. Even W. Bush could outdo him anyways and W. was previously the bottom underside of the barrel during his tenure in office.
