Well there's a single 'harder' version in MAME already, which was weirdly running on Raiden DX hardware not Raiden 2 hardware, that's "raiden2dx" in MAME.
Quite what the story behind that version is nobody actually knows, it definitely looks like a legitimate set, so we can only assume it was built for some kind of competition.
It has significantly harder gameplay, tougher enemies and enemy patterns (eg. the Red tanks on the bridge of the first stage)
I don't know if this new set will be that version tho, as it's running on a regular Raiden 2 board, I suspect Smit simply means that it isn't the 'easy' version, and is instead the standard one, rather than it being the 'hard' version but we'll see.
