Operating systems require updates. It's a fact of life. Windows 7 came out almost 9 years ago. It's going to need updates.

When installing Windows 7 on a clean PC, you either need to get a copy of the installation media with service pack 1 (SP1) and the "Convenience Rollup" (aka SP2) slipstreamed in, or you need to install both of those updates immediately after installing the OS.

Then you should always install the motherboard chipset drivers, preferably downloaded from the PC (or motherboard) manufacturer if possible. If not, get the generic ones from the motherboard chipset manufacturer (usually Intel).

Finally, you should connect to windows update (multiple times if necessary) and install all "important" updates.

Now, as for the .NET framework... That is something that AMD requires for their driver package. Actually, I think it's only required for their custom control panel app. I assume that if you buy an AMD video card, it will come with a CD that includes the .NET framework installer and will detect and install it if you don't already have it installed. I think that Windows XP (SP3?) included one of the earlier versions of the .NET framework because Microsoft was pushing it REALLY hard at the time. In later versions of Windows, it became an optional install. Which, as you found out, you can find in the Windows Update "optional" section.

Andy really should add a warning on the ArcadeVGA install page that you need to install the .NET framework first just to avoid this problem.
