I actually think people are wasting their time with this.
It's a laptop, running Vista, with a really bad Intel integrated GFX chipset. That gives some indication of the age of the machine.
There's a very good chance MAME isn't going to run at all on it (non-power of 2 texture requirement etc.) and if it does the performance is going to be awful for most drivers. (because a Vista era laptop isn't going to have a good CPU at all)
Maybe some god-awful old version of MAME will run (and give a false illusion that things are being emulated properly) but the current versions that are actually good have steeper requirements.
