I hate to tell you this but, you're talking to idiots there...
There's no real reason not to have a current up to date version & set. Even if you had .186 there have been a lot of improvements added in the, roughly, last year or so.
But if you really want to play those on your Windows 95 machine, you can fire up Mosaic or Netscape & keep looking for an ancient outdated set.. OR Get CMPro(ClearMAME Pro https://mamedev.emulab.it/clrmamepro/) & have it rebuild a working set from that older MAME binary... It should be able to piece together a working older set from a newer set. It will just have to rename, reorganize, & delete a lot of the newer correct roms. Never tried going backwards but it should work...
If that doesn't work, I'd suggest a premium newserver & reader account & you can figure it out from there... (I know that far back is still on mine)
