As far as I am aware, all those releases you are missing are releases that were internal to the MAME team (private) and not issued to the public until the next publicly release diff-source or full source release.
Remember, full sources were typically released only on full integer binary releases outside of the rare large .diff in which it made sense (and saved bandwidth) to just release a full source.

In fact, this may mirror a lot of what you are already attempting to accomplish. You may yet be able to get most of the rom data information needed by the listing of each releases' (even private) added sets.
