mame.ini stays in the MAME folder with the mame64.exe. Can't move it anywhere else. What hard drive is the MAME folder on? Windows hard drive? Don't have it on the C:\ path because of the permission may be triggering by Windows. Try in the Download folder or move the MAME folder onto another hard drive that doesn't have Windows on. If it continues then ditch RocketLauncher for something better.
PS make sure your Virus scanner isn't screwing with that RocketLauncher. Might be what is causing the permission issue.
Another thing. Try to run Admin on the RocketLauncher.
