As for ID forms when voting in person:

If voting in person, the person should be bringing their voting form mailed pamplet in case they received one in the mail to their instructed voting poll location which should be printed on the mailed paperwork.

Then drivers license or a valid state id card along with their mailed vote pamplet in case they still have pamplet even though it can be optional.

If the voter doesn't have an id card, then at least a bill (utility whatever it may be of) and the voting pamplet as last option.

And if voter has none, then at least fill out a provisional ballot if possible.

What has happened in primarily red/Republican states, is if a voter's drivers license is no longer valid, then they need a state issued id card.

What has happen over past 15 years after the Help America Vote Act passed in 2002, is many of the red states have made it intentionally next to impossible for various states residents to be able to visit an office and fill out an application for state id card. There have been several incidents where the applicant must have a valid birth certificate in order to fill out an application. Such examples: a resident born in Hawaii before Hawaii became part of the US...no birth certificate in those days. Other numerous examples.

If states are intentionally making it impossible for residents to get a license or state id such as Texas, Wisconsin etc these days.....then maybe state ID should still be optional until those various red states get their act together and make it possible for residents to get a license or state ID card.
