It does seem low, but there was some performance loss when I had to back off some of the more aggressive optimizations. So the final figure ended up closer to 240% -> 360% for elfin on my machine. The gains vary depending on the game, and whether it's already idle-skipped or not.
In Diet's case, he's most likely listing the total gain in the "average speed" output, and in a previous post he mentioned some games running as slow as <50%. I wonder, too, if perhaps the games are bound more by the memory system or video emulation on his machine.
