Proms being documented for other pcb owners of the games [in case a pcb needs roms replaced] is a good start. Unsure how long it will be before more games are emulated. The good thing that happened last year is Moogly getting a preliminary start of roms being supported in a netlist environment and couriersud returning later to straighten out things for rom and prom support for games and hardware that run in a netlist environment [non-cpu etc etc.]
I didn't know Wheels II uses proms. I don't recall seeing anything in the white glossy Midway service manual unless it was an alternate version that was released that I wasn't aware of. I only knew of Midway Leader and Ball Park [non-cpu games using proms].
