Wrong Dip Switches Settings?

Just want to ask here before open a mametester report...

Played those roms:
Gryzor (set 1) and Michael Jackson's Moonwalker (World) (FD1094/8751 317-0159)

In the first case, the default Difficulty Dip is set to Easy, and in the second rom, the default Difficulty Dip is set to Hard.

Shouldn't be set to Normal in both cases by default?
