It shouldn't be making that much difference, especially if you're not having problems with anything else. As long as you have DirectX 9 installed and HLSL disabled MAME isn't going to stress that onboard GFX system.
But yes, the Intel you were using had better single core performance, only by about 15%, but maybe that was enough to keep it hoving just over 100%. AMD is rarely an upgrade.

I'd recommend what I have or better, of course that comes at a cost, and presumably you bought the AMD because you wanted to do things on the cheap. You can't have it both ways.
