It doesn't have anything to do with Game & watch specifically as you can execute mame64 coolridr and see the same result.
You can TAB into Slider Controls and change Window 0, Screen 1 Effect:
I forget at the moment exactly what to insert into command line to automate it.
mame64 coolridr -bgfx_screen_chains hlsl,hlsl
mame64 coolridr -bgfx_screen_chains crt-geom,crt-geom
