You can "drop" roms and CHDs because you are dealing with software in interchangeable disks, cartridges etc. that shares identical, standardized hardware; but in MAME (and formerly MESS) this standardized hardware is emulated, while a tool to play PC-based games with decent performance would be a loader that runs the games natively on a real PC, not an emulator. Tools of this sort already exist for Taito Type X, Taito type X2, Nesica and several other minor PC-based arcade platforms; they'd only need an appropriate file system driver to execute MAME-style CHD archives instead of loose files.
