You can't use SHIFT-F7 in just that driver? Perhaps you have a key binding that was saved from the TAB menu. MAMEUI/MESSUI tends to wrtieconfig on everything as to remember what you last changed and can be troublesome issues that seems like MAME is to blame, but is actually an .ini or .cfg file. I would look there..
Also, 32-bit builds are still being done by the person who produced MESSUI builds: http://messui.1emulation.com/
As far as finding when bugs happen, you need to test produced binaries. Many things that might be fixed might not be obvious or even known then the commit message and whatsnew is made.
