Basically net neutrality means that Internet is just a basic carrier for any data. But ISPs want to charge differently depending on what service you get from Internet: video chat? More expensive. Simple web surfing? Cheaper. Downloading from P2P? More expensive. And so on. Since Trump thinks that markets are better regulated by the companies, instead of having some kind of agent looking for the consumers' interests, I guess that weed whacker means getting rid of smaller ISPs and then let the large ones decide what's legal and what's not. Because what's important is not Internet, or the Internet users; it's the Internet market and the economy machine.

An example is the 'Sun Law' here in Spain. If you grow lettuces, and eat your own lettuces, and even sell some lettuces to some shops, it's perfectly fine, no one will scream at you that you're killing the lettuce market. You've become lettuce-independent, and everyone rejoices. However, if you have solar panels in your far far away home, and you want to become somewhat energy-independent, and evens sell the surplus into the electric network, wait there, you're damaging the energy economy of the country! So to have, manage, operate, repair, or even look at a solar panel, you have to pay an extra tax, which makes having them pretty much useless as they're way more expensive than just plugging in from the normal electric network. In the words of the goverment, 'we want citizens to become energy-independent, but not at the expense of damaging the energy economy'. In other words, energy companies' interests are more important than the consumer and it's written in the law. We all knew it, banks are more important, everything is more important than people, but for the first time we had it as a law saying to us: 'you only exist to provide money to the large companies, and you can't escape that'.

The same way, small ISPs and net neutrality are in the way of extra earnings for large ISPs, and the FCC chairman will invoke hell on earth to make those extra earnings come forth. And get some cash himself, I guess. Because we ALL know politicians do it for the people.
