Yes and yes, I played only on the arcade side, never played with mess or the new mess side of mame. I wasn't sure of all the command line parameters needed. Which you have nicely provided and is greatly appreciated !
Most home gaming consoles I own so I play those so there really hasn't been a need to run mame/mess on that side of things. This is all new to me
