to be fair it's only cartridge based systems where people should ONLY be using the Softlist approach and nothing else (or certain extra hardware in carts like backup ram often doesn't get emulated)
for CDs, as long as the CD image is in a suitable format it's a bit less important (as a CD can't contain any extra hardware, it's just a CD) which is why many of the CD lists have focused on rare material instead. There are a few exceptions (a couple of Saturn games which needed a specific cart paired with the CD) but those are rare.
