It was an unfortunate issue of a new GCC revision via our tools packaging system (msys2) not being used by much of anyone before the release binaries were made, so errors that happened (this and quite a few driver level abnormalities and crashes) were not detected before release. As of now, though, all issue related to GCC 6.1 appear to be resolved.
If you are in a pinch and need global configuration completed, you could use the MAME 0.175 binaries to produce what you need.. or compile current GIT sources/obtain a daily build from somewhere that builds them, or wait another 9 days for the next release (last Wednesday in month).
