Well, I nuked my drivers w/ Guru3D and did a clean install of the 'Nvidia Geforce experience' and its display drivers...
No Bueno.
EDIT:
It will display on two monitors if I change the video mode to GDI or OpenGL.
GDI mode seems to accelerate the emulation (non-playable).
OpenGL has no HLSL filters.
BGFX will mash both intended screens onto Screen 1 (marquee monitor).
And Direct3D just crashes. I hear a Windows10 error message in the background, but no message. The only way out is to kill it in Task Manager.
The "Unable to create the Direct3D device (88760868)" error has been related to bad drivers in the past according to Google research.
