Jaleco Saint Dragon - Bootleg board??

I've found this board on eBay and I have never seen a Saint Dragon board like this before. Take a look:

Is this a bootleg board? It might be interesting to have it included in MAME. It may help improving the current Mega System 1 driver in one way or another.
