You read incorrectly. Neo Geo games work just fine both arcade and the home AES console provided you have all the roms required. In this case, you'll still need to find the proper neogeo.zip containing ALL of the bios roms in the package. The last bios selection was added in 0.167, so any archive stating roms for 0.167 or later should be fine.
You can produce a list of these via command line by:
mame neogeo -listcrc
Ensure your neogeo.zip contains all those.
