I think he was referring to the use of MAME cheats to set appropriate values in NVRAM.
I know there used to be MAME cheats to achieve this in the Street Fighter Zero/Alpha games, but I don’t know if they got lost during the migration to XML cheats - I haven’t touched those games in ages.
There were no MAME cheats to unlock the extra characters in Street Fighter EX2+ at any time I checked, so if you want to play as Kairi you're probably going to have to run MAME for a long time.
Project Justice/Rival Schools 2/燃えろ！ジャスティス学園 has codes you can enter in service mode to unlock additional characters. The code for all characters is J2ACRC4U, there are also codes for individual characters listed here at GameFAQs.
