I always found it a bit silly that it was removed myself.
It wasn't telling you to download the games, simply that MAME could emulate those things if you had them.
Since we dropped the legal disclaimer screen anyway (due to vastly increased number of legal uses) I don't really see the point in continuing to hide the unavailable folder for the same reasons.
