Yes, see if you can upgrade to OSR2 (an internet search engine is your friend). Some options to do this:

* See if you can hook up a compatible CD drive (if not already one hooked up). Doing this might be easier said than done on old kit. Some PCs from that era had weird CD interfaces - via sound card, etc.

* Or better yet, pop out the arcade PC hard-drive and hook it up to another (more modern) PC via a USB HDD cable (they sell for under $10 on eBay), and copy over the files / directories requested to a folder the new PC and ZIP them up. While you are at it, you could copy over the Win 95 OSR2 installation files to a temporary directory on the arcade PC's hdd. Then, place the hdd back in the arcade PC and run the OSR2 installation off your hdd. If this works, your USB ports *should* hopefully work - which might well be useful later if you want to upgrade MAME, roms, etc.

Even though ti sure is fun to keep old kit running, you might just get everything on the old PC going and the HDD dies or some other fault develops. The best / easiest / most hassle-free / long-term option overall would be to put a more recent PC in the machine, a bigger harddrive, install the latest MAME, a front end you like, etc and go from there.

Hope this helps.
